West SaintPaul experienced some growth during World War II as military bases were established here including Fort Snelling (1943), De Witt Air Force Base (1945), Camp Lewis (1945), Buckley Army Airfield (1946) and Badlands National Park headquarters from 1945 until its closure following the war. In 1954, voters approved an annexation ordinance for Ramsey County into which West Saint Paul Village had been annexed two years earlier; this added an additional 2,500 residents to what was then just under 25,000 people living within its borders. In 1984, West St. Paul voters passed a resolution designating their downtown core as an historic district; this designation helped preserve many old buildings including The Westin hotel which still stands today[7]. The success of downtown revitalization led to more development around the core over time; modern streetcar service connects parts of DowntownWestStPaul with neighboring districts such as MidtownMinnesota and SouthvilleMinnesota much like how it does in MinneapolisVoters also approved a $25 million bond issue in 1998,[8] providing funds for major renovations and expansion including new library facilities,[9][10] updated streetlights,[11][12][13] new sidewalks[14][15] bike lanes[16], public transportation options like light rail or buses.[17][18] Today, DowntownWestStPaul remains an important cultural center for westcentral Minnesota while also serving as home to many businesses who support its vibrancy both inside and outside its walls. West St. Paul was founded in 1855 by John Hennepin, a farmer and member of the Minnesota Territorial Legislature. The community grew rapidly due to its location on the Mississippi River and its access to grain and other agricultural products. In 1871, West St. Paul became the capital of the new Minnesota Territory. The city experienced rapid growth throughout the 19th century, thanks in part to its location on a major transportation route connecting Minneapolis with Chicago and other areas of the Midwest. During World War I, West St. Paul played an important role as a munitions production center; it produced more than 1 million rounds of ammunition alone. Afterward, however, the city's fortunes began to decline until they reached their peak during the 1960s and 1970s when economic conditions changed dramatically.
