West St. Paul is a city in the U.S. state of Minnesota, located on the border with Wisconsin. The population was 46,259 as of the 2010 census. It is the county seat of Ramsey County and home to the University of Minnesota Twin Cities campus and other major institutions. The first permanent settler in what became West St. Paul was schooner captain Alexander Macdonald in 1819 who named his new land "Wests Point". He and his family arrived from Scotland on board ship called "Glenelg" and landed at what is now Zane Street near present day State Capitol Hill on July 8, 1819. Macdonald named his settlement after Chief Factor James Westfall of the Ottawa River Company's Fort Garry colony in Canada which he had visited earlier that year while exploring northwestern Manitoba for new sites for British colonization. A post office was established at West Point in 1826, but it was moved to nearby Crystal City two years later because of competition from Hibbing (then known as Hudson's Bay Territory). In 1830, John Surtees opened a dry goods store at East Ninth Street and First Avenue west of present day Wright Boulevard in what would become downtown West St. Paul when he bought land east of US- 61 between Third and Fourth Avenues from Abraham Lincoln for $5 per acre (1/2 acre = $25). At this time, only about 10% of Ramsey County was rural; most people lived off farming or ranching activities around towns like Minneapolis or Saint Cloud through trade or bartering servicesilateral with their fellow villagers along rivers running through their areas such as the Mississippi River watershed north to Duluth or Superior National Forest south to Red Wing Comprehensive Planters Association Treaty Ground lands east including Wadena Lake beyond today's Park Nicollet Mall on Lake Calhoun just past Interstate 35E near Troy MN - these were days before automobiles! The town ballground plat dated back to 1834 which shows a large lot bounded by Second Avenue S., Third Avenue S., Fourth Avenue N., Gopher Road NW., Trade Road NE., Indian Creek SW., White Earth Creek NW., Baltic Pipe RR right next door - lots here still available! In 1840 an act authorizing organized religion within municipality passed both houses with majorities thenGovernor Daniel Webster vetoed it vetoing one third being sent back to house unenacted due to lack cf support from notable citizens across all branches etc... anyways Clark College founded by Methodist minister Ebenezer Scudder & others soon followed starting classes there also soon doors open up for business Main Street becoming 4th Ave South 1st floor facing Seminary Rd
