Starting around 1951 or so there began to be more regulations placed upon gun lights: for example, starting with 1957 all commercial areas within city limits had to include warning notices saying “This sign is operated by means of red and white handgun flashes” The reason for these new requirements? West St. Paul, Minnesota is a city located in the Minneapolis-St.Paul metropolitan area in southcentral Minnesota on the Mississippi River. The population was 309,871 at the 2010 census and is estimated to reach 350,000 by 2020. West St. Paul has been inhabited by humans for over 6200 years and was founded as a French village named Pointe aux Meadows on May 10, 1673 by Pierre Le Moyne d'Iberville and other French settlers seeking trade with the Native Americans. The first European settler in what became West St. Paul was Jean Baptiste Lacouerte who arrived in 1763 from Quebec City and established himself near present day First Avenue South and Lyndale Avenue South in what is now lowertown East SaintPaul. This area later became known as Lacrosse because of its rich loam soils that have been used for farming since before Europeans arrived. In 1824, when Congress authorized the purchase of land extending from Lake Superior to LowerMinnesota, east of present day downtown Minneapolis (then part of Smith County), Lacourse donated his property to be sold within the boundaries of what would become West Saint Paul. The first house built on this site was built by Isaac LaSalle in 1827 as part of his efforts to establish fur trading posts along the Mississippi River corridor between UpperMinnesota and Illinois Territory.. A post office called West Saint Paul was established on December 15, 1837 under Act No 7 of 1837 by Territorial Governor James Sibley based on notes received from Father Guillaume Dubois du Plessis about Indian hostilities along theMississippi River Valley which had reached dangerous levels due toAgent provocateur activities designed to cause war between American Indians and General Andrew Jackson's army during their winter campaign against Native Americans around Fort Snelling outside Minneapolis north of popularly known Mankato). At that time there were no roads or railroads connecting these areas making it difficult for traders or travelers to bring goods into or out of these areas so a post office played an important role in providing services such as mail service, routing messages across country, issuing coinsurance certificates (to cover costs associated with travel expenses incurred while traveling through Indian Territory)and storing supplies until they could be brought into town for sale or consumption by residents/ visitors/workers at local stores/cities like Mankato etc., which often served as community hubs where people gathered together to discuss news, weather forecasts etc., socialize etc... A new courthouse was completed adjacent to today's First United Methodist Church complex in 1851 just southof Main Street east of Griggs Road (now Nicollet Mall)). This courthouse remained operational until it burned down in 1902 despite being replaced only 9 years later with a more elaborate structure constructed next door using bricks salvaged from previous construction projects including a Masonic Lodge building completed earlier that year adjacentto Third Presbyterian Church). Throughout their careers, these individuals helped shape westward-oriented politics and policies at a time when those ideologies were still nascent within America. In addition to their contributions to society and culture, these individual personalities also had an impact on West St. Paul's history - some would say even moreso than those mentioned earlier!
