In 1875, when Congress created Ramsey County out of portions of Dakota Territory,West St.Paul became one of its first municipalities.[2] In 1949–50, plans were made for a new downtown development on Lower East Side Boulevard;[3][4] however these plans fell through because funding could not be found for them.[5][6] That same year saw the opening of Wacoal USA (now Macy’s), one block west of downtown on Third Street;[7][8] this spurred further development eastward on Third Street over time into today's South Loop district near downtown and Interstate 94/Hennepin Avenue traffic congestion caused by shopping malls taking over central business districts in other cities was finally relieved when Wacoal USA relocated within walking distance (the mall now occupies much more than half a square mile)of I-94/Hennepin after acquiring adjoining property east side Interstate 94 between Lyndale Road and Nicollet Drive (at present day Rice Park).[9][10] According to 2000 census figures,[11][12]:
