West St. Paul, Minnesota is a city in the state of Minnesota and the county seat of Ramsey County. The population was 1,247 at the 2010 census, down from 1,555 at the 2000 census. The city is located on an peninsula that forms the eastern edge of Lake Superior between two large rivers: the Ottawa River to its south and the Mississippi River to its north. The name stuck because many people in early days thought that Anthony would lead them to wealth or salvation if they discovered he was out there in Manitoba Territory (now Wisconsin). In 1851, when Minnesota became a state, West St.Paul became part of it as well as Ramsey County which included all but about 25 percent of present-dayMinnesota; this area still falls within Ramsey County today though much has changed since then including how much land is currently inside Minneapolis/StPaul limits geographically while remaining within West SaintPaul’s boundaries culturally speaking* [* See “Neighborhoods” below for more detailed information]. In 1902*, when Minneapolis/StPaul annexed most of downtown West SaintPaul* [*See “Neighborhoods” below for more detailed information], East Side residents began protesting vigorously against their annexation using tactics such as picketing City Hall square with signs reading “No Annexation!” However even after years of peaceful protests no annexations were ever approved by either City Council or Mayor despite overwhelming public opposition† [*See Appendix A for more detailed information on this issue]. This situation continued until 1916 when finally an ordinance was passed authorizing annexation by both Cities consenting only insofar asEast Side Residents agreed not to appeal any adverse rulings from City Council subsequent thereto† [*See Appendix B for more detailed information on this issue]. West St. Paul was founded in 1851 as a post office and trading center for the Dakota Territory. The city became an important transportation hub for the region, due to its location at the junction of State Route 59 and Minnesota Road 8. West St. Paul was also known for its vast natural resources, including coal, oil, and uranium. The city experienced significant growth during the early 20th century, thanks to its status as a manufacturing center. However, during World War II West St. Paul came under heavy attack from the Japanese military, which resulted in many storefronts being destroyed or looted. In 1948, West St. Paul was renamed Minneapolis after Mayor George Sipple's recommendation.
