West St. Paul, Minnesota is a village in Ramsey County, Minnesota, United States. The population was 7,818 at the 2010 census. It is part of the Minneapolis-St. Paul metropolitan area and is the county seat of Ramsey County. The Village of West Saint Paul was organized on February 15, 1874 from parts of City of Minneapolis and neighboring townships by an act of the Legislature. West Saint Paul was incorporated as a city on May 1, 1896 via an act by the state legislature under pressure from rural residents who saw it as their best chance to compete with larger Minneapolis for jobs and tax revenue. On November 3, 2006, Bloomington-Normal School District No 2 in Bloomington merged into West Saint Paul through a merger agreement that had been in place since September 2006 when both schools were classified as high school districts. The history of West SaintPaul goes back to 1874 when parts of Minneapolis were taken over by the state government because there wasn't enough land available for all the people living there. The first settler in what would become West SaintPaul was John Nordheimer who built his house near what is now First Avenue South and Central Street on February 15th,. He named his house "Nordheim" after his home country Norway where he had come to live before moving westward across America due to religious reasons in 1852 along with his family including two daughters born in Canada before he ever set foot on American soil! A few weeks later on March 6th MN General Assembly passed an act authorizing a town called "WestSaint Peter" to be established within newly annexed Rice Township east of downtown Minneapolis just northwest of University Avenue! This marked only the second time that municipalities (other than incorporation proceedings) had been authorized by statute within Ramsey County - either City or Township! A committee led by Reverends John Ladd and Matthias Rathgeb consisting mainlyof farmers surveyed areas around what would become today's downtown while others helped gather up lumber needed for construction... soonafter North Dakota Statute No 98 provided for $1 per acre ($40 per 1000 acres) compensation payable to any settler claiming land west & south donated or confiscatedby Minnesota Territory prior thereto originally subjectto Sioux reservation lands – this provision allowed white settlers east & west side streets leading towards lakes Superior & Iron River (& future Central Ave.) development which started circa 1870
West St. Paul was founded in 1851 by Danish immigrants, and became a town in 1879. It was injured by the Panic of 1893, but recovered quickly and became a center for commerce and industry. The city's downtown was destroyed in the Great Minnesota Fire of 1904, but it soon rebuilt and continued to grow. In 1916, West St. Paul became the first city in Minnesota to issue its own currency - the Dime - and rapidly developed into one of the most important economic districts in the state. The city experienced significant growth during World War II as a military base and industrial center, but declined after that period due to decreases in manufacturing activity and population growth elsewhere in the state.
