West St. Paul, Minnesota is a city located in the U.S. state of Minnesota. The population was 20,853 at the 2000 census and 24,471 at the 2010 census. It is part of the Minneapolis-St. Paul metropolitan area and is bordered by Saint Anthony Falls to the south, Maple Grove to the east, Elk River to the north, and Bloomington to the west. The first settlements in what is now West St. Paul date back to 1851 when it was part of Dakota Territory under Indian Agent John A. Sohomish's jurisdiction. In 1857, Dakota Territory was reincorporated as Ramsey County within newly formed Minnesota with West St. Paul as its seat; this change followed a campaign promise by territorial president James Sinclair to include all Native American reservations within his new State of Ramsey County rather than leave them scattered among various jurisdictions like Dakota and Sioux City.[1] In 1861, followingMinnesota's admission into Union as a state, West St.Paul became one of its largest cities with over 50 percent of its population living in urban areas (compared with 25 percent for Minneapolis).[2] As an agricultural center during most of its history,[3] West StPaul has also become well known for its cheese industry which ranks fifth in America[4][5][6] and for hosting annual United States Packers' Convention where large portions of UBS AG's global food empire are made.[7] However some aspects that have made West SaintPaul a cultural center include music festivals such as Lollapalooza[8], Pikes Peak International Hill Climb,[9][10][11] Scandinavian Fairs,[12][13],[14] etc., leading to claims that it "has more cultural attractions per capita than any other city on Earth."[15][16][17] The city proper covers about 222 acres (100 km²) on two river valleys: Superior Avenue on the east side near downtown and Main Street/Avenue M on the west side along Superior Avenue between Snelling Boulevard and University Avenue near Saint Anthony Falls National Park[18]. A second core area includes about 121 acres (49 km²) along Superior Avenue between Snelling Boulevard and University Avenue outside downtown where many buildings were built after World War II including government buildings such as county courthouse, health department building etc.; industrial areas including several thousand jobs in Heavy Industries since deregulation beginning in 1990s; while inner neighborhoods are residential Avenues E up until Lyndale Ave., avenues W from Lyndale Ave.–University Ave., & neighborhoods NE from University Ave.–East Side Blvd.. These neighborhoods contain high-density housing developments including Target Plaza Shopping Center neighbored by Regency Mall & Millennium Park inside Eastern Health Campus Northwest Medical Center
