The history of gun cleaning in Waconia, Minnesota goes back to at least 1887. That year, a man by the name of John P. Hebert bought land near what is now downtown Waconia and began developing it into a town. He built a small mill on the site and commissioned his friend and fellow boilermaker, James Weir, to clean the guns that were being shipped into town from rural areas. Weir was able to do this because he had access to high-quality cleaning tools and chemicals that other businesses did not. The work kept coming so Hebert decided to build himself a shop on the property in 1895. This shop became known as “John Hebert’s Gun Shop & Cleaning Station” and continued serving customers until 1935. In 1916, Waconia Municipal Schools opened its first schoolhouse in downtown; this building still stands today and is used as an administrative office for the city government. In 1935, when World War II started, many people in Waconia decided they needed to get their hands on military weapons in order to help protect themselves from Axis Germany or Japan. So they organized themselves into groups and began buying weapons from local dealerships. A few years later, John Hebert passed away but his son-in-law, Harry Weilandt, took over management of the store until his death in 1951. After Harry Weilandt’s death, Dick Horsburgh took over operations until 1962 when it was purchased by Al Kapp who operated it until 1978 when it was sold to Dennis Olson who still operates it today (although he no longer owns the business). Waconia, Minnesota is a town in Rice County, Minnesota, United States. The population was 498 at the 2010 census. Waconia is part of the Minneapolis-St. Paul metropolitan area. The first settler in what would become Waconia was Elisha Noble who arrived on July 3, 1854. He and his wife Anna were the first white people to settle in what would be Waconia Township. The town was platted on November 1, 1865 by Hennepin County Commissioners John Sutherlin and Hiram Burruth under the name "Wacoona". A post office called "Wacoona" was established in 1868, and remained in operation until it was discontinued in 1907. In 1887 the townsite of portions of present-day Maplewood and Apple Valley were combined to form a new township named Maplewood-Apple Valley which still exists as an individual municipality today. In 1902 the original town site was reorganized into Rice County when it was created from Hennepin and Ramsey Counties following a county reorganization that went into effect with statehood. At this time most of what is now Waconia Township had been organized as Rice County so renamed properties became available for sale or development such as cutting through woods to build homesites on hills above streamside coves for early settlers; these coves are still seen today near intersections of US Highway 12 and State Road 169A (now I-94). In 1908 one acre (0.40 hectare) southeast corner of present day intersection of SR 169A & US 12 became known as "Rice Hill", likely named after local rice grower James Rinehart whose land lay along that intersection at that time despite claims by others to have acquired rights thereto long before he did so - see also: Map#2: History of Rice Township map #1) Today's intersection between I-94 & HWY 12 marks one end point for this routing followed by other developers who laid out subdivisions there over ensuing years culminating with construction of Interstate 94 around 1960 when much of this rural character declined making way for suburban developments including jobsites near I-94 at exit 345/exit 346 on ramps leading northbound off I-94 onto HWY 12
