Stillwater is a small town in southwestern Minnesota. The population was 3,503 at the 2010 census, up from 2,951 at the 2000 census. It is bordered by Clearwater County to the east and southwest, Rice County to the north, and Walnut Creek County to the west. The Stillwater River forms much of its southern border. The first settler in Stillwater was John Toombs in 1854. Stillwater had a post office from 1865 until 1889. A sawmill and gristmill were built there in 1868-70 and 1875-80 respectively. By 1900,still water had a hotel and several stores including a grocery store and blacksmith shop. In 1916 still water got its own school system which lasted until 1951 when it merged with Clearwater School District #2 Clearwater County established land for a new township on May 20th, 1898 when they formed Wanoka Township commissioners court along with Washington Township (now Wanoka) commissioners court. On October 1st 1899 still water got its own jail which served as an overflow for Washington Jail until 1903 when it became part of Clearwater County Jail A lumber company called Pemberton Bros started operations on July 10th 1870 near what is now known as mile marker 398 on U S Hwy 169 south of present day Stillwater They exported logs out of Stillwater through their mills into St Cloud, Minneapolis & Duluth before finally Keystone Lumber Co started operations in 1902 just north of town There was also an ice cream factory here but this closed down around 1915 . One story has it that one night during prohibition era some law enforcement officers stopped by while driving by on Hwy 169 and picked up some cones off the ground leading them to believe that this factory produced moonshine This account seems unlikely given the lack of evidence
