Stillwater is a town in Ramsey County, Minnesota, United States. The population was 611 at the 2000 census. It is part of the Minneapolis-St. Paul metropolitan area. The first people to live in Stillwater were the Hennepin tribe. In 1851, Stillwater became part of Dakota Territory and in 1868 it became a city within Minnesota. The city was renamed Stillwater on November 3, 1886 after stilling a stream that ran through it. On December 12, 1907, Stillwater incorporated as a village with a population of 151 residents. It lost its status as an incorporated village on February 5, 1912 when it merged with neighboring White Earth to form the new town of White Earth and Stillwater became its municipal center. In 1951 the Guthrie Dam burst and destroyed much of Stillwater due to poor construction techniques used during dam construction years earlier by local contractor John Wiegand Associates Incorporated (JWA). This event also created what is now known as the "Watergeist" disaster which affected communities downstream from Lake Mankato including stillwater and WhiteEarth for weeks afterwards while causing extensive damage and loss of life both upstream from the dam site and in adjacent rural areas closest to Mankato Lake where many homes were destroyed or damaged beyond repair. In 1984 JWA pleaded guilty to four felony counts resulting from their role in creating conditions leading up to the Watergeist disaster; two counts each for conspiracy to violate federal law relating to flood control work done prior to 1981 as well as for willfully falsifying records related thereto (this charge carried a sentence of up to 20 years imprisonment). As part of this plea agreement JWA was ordered not only to pay restitution but also must forfeit $225 million dollars that they had collected over several decades before their fall from grace culminating with their conviction for violating environmental laws in connection with the Watergeist disaster - largest single environmental penalty ever assessed against any company or individual in America at that time
The town of Stillwater was founded in 1875 by a group of farmers who wanted to create a community that would be close to the railroad. The town grew quickly, and in 1907 it incorporated as a municipality. In 1969, the town changed its name to Minnesota City. In 1984, the city merged with neighboring Rochester to form one large metropolitan area.
