At that time it was one of just six U.S.-based cities with legislative representation (the others were Boston, Philadelphia, New York City, Baltimore and Sacramento). The city's first mayor was John Wanamaker; he served from March 4th through May 1st, 1881. On December 15th 1909 – less than 10 months before his death –Wanamaker made history when he became the first mayor to be impeached in American history! This event has been cited as one root cause for subsequent decline in support for municipal government throughout North America during the late 19th century and into the 20th century In 1912–1913 City Council member George Biddle led a campaign against Mayor John Singer Sarnoff because Sarnoff wanted to build an expressway through downtown that would have cut off important commercial streetscape at First and Third Avenues - which would have drastically changed character and skyline characteristic of downtown Minneapolis
