The story of St. Paul, Minnesota began in 1851 when the Norwegian Lutheran missionary, Ole Martin Nordnes, founded a small town on the site of present-day Minneapolis. Nordnes named his new settlement "St. Paul," in honor of the Apostle Paul who had journeyed to preach Christianity to theheathens in Macedonia and Syria. Nordnes' religious beliefs led him to establish a congregation of his own at first, but he soon realized that he needed more people to help him carry out his mission. So he entered into an agreement with two other Norwegian missionaries, Jonas Sverre Eriksen and Thorolf Larsen, authorizing them to open a school in what is now downtown St. Paul. The three men started teaching classes in February 1854 and within two years they had built a large house near the corner of Seventh and Minnehaha streets as their headquarters. The school quickly became one of SaintPaul's most important assets and it remains one of the city's oldest institutions today. In addition to its educational purposes, the school also served as a social center for local residents and was used by both church officials as well as businesspeople for meetings and events. In 1861 Nordnes decided that it was time for him to move his congregation from downtown SaintPaul so he established another small town nearby called Mankato on Superior Creek; Mankato remained an important community until 1967 when it merged with neighboring Hastings into one larger municipality under the name Minneapolis-Hastings County

The city of St. Paul was founded on August 15, 1856 by Minnesota Territorial Legislature members John A. Lind and James M. Young. The city's first mayor was David Macdonald. The population of the city in 1870 was only 2,500 people and it had not yet developed into a major agricultural center like Minneapolis or Saint Paul. However, the arrival of railroads in the 1860s changed all that. Railroads brought goods and passengers to town from all over the country, causing a surge in development throughout the late 19th century. In 1908, St. Paul became one of the twenty-six United States municipalities to become an incorporated city through a process known as " annexation."
