In this programBeame sought to improve public services by repealing council ordinances enacted during his predecessor Ed Koch's term……….Starting on October 1st 1977 all businesses within three blocks of Central Avenue were required to open their doors daily.............This effort failed but starting on that date businesses along Central Ave got new lights.....Many businesses refused to comply out of political correctness

St. Louis Park is a city in the U.S. state of Minnesota, and the seat of Ramsey County. The population was 26,844 at the 2010 census, making it the 12th-largest city in Minnesota with a population over twenty thousand people. It is home to the St. Louis Park Mall, one of the largest shopping malls in North America. The Saint Paul campus of Meredith College is also located in St. Louis Park and offers undergraduate and graduate programs in education and business administration.[1] The first European settlement at what is now Saint Louis Park was founded on July 10, 1824 by Pierre Teuthouzeaux, an American fur trader who had arrived on a ship called Santa Fe from Quebec City that same year[2]. That same year, Captain John Akeley established Fort Snelling as part of his efforts to open up present dayMinnesota to white settlers[3], although it would not be built until 1838[4]. In 1825, Toronto lawyer James Smith purchased 4 square miles (10 km2) northeast of Minneapolis for $200[5]; this land became known as Ramsey County.[6] On July 6, 1830,[7][8] United States President Andrew Jackson signed General Order No. 9 which ordered all Native Americans living east of Lake Superior removed from their lands under US jurisdiction; this order included Saint Louis Park area along with neighbouring communities such as White Earth and Moundsville[9]. The orders were repealed ten days later when Jackson received news that these settlements were working towardsFederally recognized Indian Tribes (FIND) resolutions which demanded removal from their lands despite ongoing resistance by some native leaders including Big Foot[10][11]. The early years of SaintLouisPark’s growth can be traced back to its incorporation as a town on December 7, 1862,[12][13][14][15] following a referendum held within Ramsey County incorporating those living within its borders as towns or cities without having to go through county council approval[16]:SaintLouisPark quickly became one of Minnesotans’ most vibrant cultural and economic centres due to its location near two major railroads:the Great Northern Railway(GNR)[17],andthe Minneapolis & Manitoba Railroad(M&M)[18]: both companies played an important role in early industry development around SaintLouisPark including lumbering camps located near current day Interstate 94 junction where trains stop for shipments; mills operated by GNR produced flour for local consumption while M&M facilities produced cheese, appleseed oilseed meal (a feed used in manufacturing), asphaltum [a adhesives used on roads], soybean meal [a protein source for pet food], mill products and other items during this time period:[19][20]: boxcars filled with goods stopped at various points en route between Minneapolis and StPaul serving as storage depots for rural farmers during this era; these stops allowed farmers access to prices different than what they could get outside of town: typically 1/4 cup (30 mL)of flour cost $1 outside Minneapolis but only 75 cents insideSaintLouisParks began experiencing rapid development thanks largely to several entrepreneurs who invested early money into transportation infrastructure such as ferries connecting lake Superior ports with Twin Cities airspace; services likethese made transportation costs less important compared to goods entering/exiting the region via roadways: grain elevator owned by entrepreneur George Hennepin brought Red River Valley wheat directly into town sourced from fields just outside modern day Maplewood
In 1851, a group of farmers in St. Louis Park settled on land that would become the city of Minneapolis. The town began to grow rapidly and by 1870, it had a population of over 100 people. The first courthouse was built in 1872 and the first school was opened in 1875. In 1886, the city fathers decided to name the city after Saint Louis, Missouri which at the time was a large slave trading center. The name stuck and Minneapolis became an official city in 1896
