In 1857, Reverend John Crampton organized a church congregation with 30 members and named it Holy Cross Episcopal Church; he also laid out the town plot along Maple Avenue north of Snelling Road east of Wright Street south of Arlington Place west of Snelling Road and northeast corner of Wright Street/Arlington Place lot 4 (now Archer Heights). The first store opened on Maple Avenue in 1865 by Danish immigrant Ole Olsen as "Plymouth Store". By 1870 there were twelve stores operating within two blocks around Maple Avenue: four Anglo-Saxon operated by Dutchmen Julius Amschel Jacobsz Sr., Captains Cornelius Koehler and Hendrik Pieterszoon Vermeer; four German-operated stores by Hans Meyerhoff & Co.; one Italian store run by Stefano Lorenzini & Sons; one Scandinavian store called "Helsingborg" (owned by Norwegian immigrants); two Greek stores—"Aristotle" (owned by Anastasia Doukas) and "Orpheus"—and one Hebrew store—"Shechem"—all within two blocks around Wright Street between Artery Place east and Maple Avenue west where Wright Street intersects Maple Avenue near downtown Minneapolis before continuing northwestward as Main avenue until reaching Artery Place again southwest corner Artery Place lot 2 (now North End Neighborhood). In 1916 an amusement park was built adjacent to what is now Carver Park Drive just south of Snelling Road; this became known as Village Park after being purchased from Hennepin County for $425,000 by banker James Wirtz who renamed it "Empire State Fairgrounds", which continued to be used intermittently for fairs until 1966 when it reverted back to its original name following Stroudsburg's purchase thereof that year. In 1934 a large flood destroyed most or allofthe village park except for some remains today including several well preserved housing units dating from that time period located at 625 E Carver Ave #2N(Snelling Rd N), 627 E Carver Ave #2W(Archer Hts Rd), 630 S Pioneer Plank Rd #5N(Pioneer Plank Rd N), 632 S Pioneer Plank Rd #5W(Archer Hts Rd W), 634 S Pioneer Plank Rd #4N(Pioneer Plank Rd N), 634 S Pioneer Plank Rd #4W(Archer Hts RR) & 666 Elmwood Dr NW#1.(Elmwood Dr NW)). The city annexed Payne County in 1912 and attained full municipal status on January 1, 1914 under charter No 5897 issued by Governor Robert Mclntyre Jnr.. On December 15th 1925 Mayor Denton Prentice unveiled plans for a new civic center southwest corner Main Ave./snelling rd., later becoming Stroudsburg Civic Center . The cornerstone groundbreaking ceremony took place on February 3rd 1926 with Mayor Prentice presenting the ceremonial key to Deputy Mayor Harry McCullough who had charge over construction during that period . On May 12th 1927 dedication ceremonies took place at City Hall followedby public opening festivities featuring brass bandshell playing live selections from various local newspapers published throughout the day long! As recentlyas 2000s growth rates have been increasing but stable due to steady infusion Of New Residents& businesses coming into town&stabilization through annexation efforts
