The population was 47,594 at the 2000 census, making it one of the most populous cities in Minnesota and its second-largest after Minneapolis. The history of St. Louis Park dates back to 1881 when farmers from Iowa founded a small town called Belle Plaine on land purchased from their Dutch settlers by General Harrison Gray Otis and his wife, Catherine Fuller Otis. The name "Belle Plaine" was chosen because it sounded like "a beautiful flower." In 1902, St.Louis Park became a city with its own government under Mayor Charles Sibley and City Councilor John Aherns. In 1914, St. Louis Park annexed what is now Brooklyn Heights to form a more centralized municipality which had jurisdiction over all of Brooklyn Township south of Interstate 94 as well as parts of Wausau Township north of Interstate 94 and east into Clearwater Township east of Interstate 54 ( accessible only by road). In 1925, following annexation by Minneapolis, St. Louis Park's municipal boundaries were redrawn so that it included all but two blocks north and east of South Broadway Boulevard - including much today'scontinued downtown area – while excluding much today's eastern side along Lake Street between University Avenue and I-94 exit 176A (accessible only by car or bike). On November 3rd, 1928 voters approved an ordinance establishing Preservation Day for buildings in the central business district which lasted untilactivated on January 1st 1971 due to budget cuts within city hall; however local governments retain full authority over zoning laws within their jurisdictions remains unchanged since then despite being composed entirelyof elected officials! The first post office in town was opened in 1855, and by 1861, the population had grown to over 300 people. In 1865, a railroad was built through the area and by 1870, St. Louis Park had become a major transportation hub for Central Minnesota. The city's economy began to grow rapidly due to its location as well as its burgeoning population. By 1907, St.Louis Park had become one of the largest cities in Minnesota and it continued to experience rapid growth until World War II when it experienced significant military activity which caused some of its factories to close down. After the war, St.Louis Park experienced a period of decline which is currently being reversed by efforts to revitalize the community through various initiatives such as an arts district and new housing projects.
The first European settlement in what is now St. Louis Park was made by French fur traders, including Pierre Dorion, in 1763. The area that is now St. Louis Park was part of the Minnesota Territory from 1849 to 1862 and then the Dakota Territory from 1865 to 1889. The city of Minneapolis grew up around the intersecting streets of Dearborn and Congress Avenues in east Saint Paul, and growth in west Saint Paul led to the creation of a separate municipality called St. Anthony Falls on July 1, 1892. When Saint Anthony Falls merged with Minneapolis on January 5, 1904, it became one of the largest cities in Minnesota and its boundaries expanded even further northward as Minneapolis annexed all but a few blocks of east-west Hennepin Avenue between Grand Boulevard and Cedar Avenue (the Cedar Street Historic District was added to Minneapolis on August 22, 1966). On December 15, 1912, the city annexed all but two blocks of west-southwest Wright Road (now US 61) between Lyndale Avenue and Interstate 94/I-94W. On October 2, 1934, St. Anthony Falls merged with Minneapolis again to form one large city with an expanding boundary once again - this time it increased its size by annexing much of southwestern Maple Grove (including parts of Maple Grove Heights), northeast Ridgemont Heights and southwest Bloomingdale Township (it also absorbed part of downtown Saint Cloud). On November 16, 1949—the day after presidential election victory over Truman—St. Cloud City Council voted 9-3 not to secede from Minneapolis because they felt that their citizens would be too divided if they did so; however—just days later on November 24th council members reversed themselves after Governor Floyd Bendix offered them financial assistance for secession if they wanted it—and St. Cloud separated from Minneapolis effective January 1st 1950 under name “StCloud” Municipality with same boundaries as before except for Ridgemont Heights which became Bloomingdale Township along with most other areas within new Bloomingdale Township annexation since 1954
