However, during January 1968 riots that broke out throughout downtown Minneapolis over antiwar protests,[2][3] many businesses were destroyed or looted by protesters associated with black nationalist groups such as Black Nationalist Movement (BNM). Some people have argued that this violence may have been inspired by statements made by then- Mayor Quigley about "white flight" from inner-city Minneapolis.[4][5] This kind of rhetoric has come under fire since then given evidence that Quigley had no knowledge about what was happening outside his borders and many community organizations allege he played favorites withcertain groups while neglecting others.[6][7][8] Following these disturbances some changes were made to local policing including more use of undercover units which eventually led to increased arrests rates for criminal activity[9]. However overall crime rates remain relatively stable today comparatively speaking although there has been occasional high profile incidents such asthe murder of Jamar Clark[10], which again highlights challenges faced by police officers trying to keep up with changing social norms inside and outsideofstcloud
