The late 1800s saw an increase in population due to railroad construction throughout northern Minnesota and farmers looking for new land for their crops started moving into the city limits especially around Nicollet Street where they founded villages such as Beatrice (1902), Westboro (1905), Snelling (1920) and Stillwater (1925).During this time, downtown business areas were developed along what are now Nicollet Street, Maple Avenue North, University Avenue North, Washington Boulevard North etc., while south of Nicollet streets business districts included Centre Square/Bridgewater Center/Downtown Eastside/Central Plaza were formed withnicknamed "the Loop" nickname coming about because one street running east-west bisected these areas! In 1915 South StPaul became Twin Cities’s largest municipality when it merged with neighboring Rochester; however this merger did not result in any major changes within municipal government as both cities had different levels of government including School Districts - each having its own Board of Education which determined school supplies for their respective students! In 1924-1945 South Peter’s congressional delegation represented MN seat 3rd Congressional District won by Vice President Harding; however following his death his widow Sarah Buttram took over as Representative until she resigned after losing her race for renomination due to scandal surrounding her husband’s affair! In 1960 South SaintPaul voters passed a referendum making it an unincorporated area outside city limits becoming “South Saint Paul Township” effective January 1st 1961 under terms set forth by City Council resolution #5646 ! As township residents voted themselves $100 per year allocation from property tax levied uponRestricted Property Specific Tax Area established therein pursuant thereto immediately following passage thereof ordinance no longer has applicability thereto subsequently !! This action relieved Township taxpayers from responsibility for continued assessment & collection thereof directly relating thereto !! Today working class families make up most residents of South StPaul while some upper middle class people live within walking distance or drive through town occasionally shopping at smaller stores or eating out at local restaurants
