South Saint Paul is home to the Minnesota State Capitol and various other government buildings. The population of South SaintPaul peaked at over 120,000 in 1960, but has since declined significantly. Today, the population stands at about 10,000. The history of South Saint Paul goes back to 1851 when the town of Spring Grove was established on the east side of what is now south Minneapolis. The town prospered thanks to its location on the Mississippi River and its access to trade routes. In 1861, St.Paul became a state capital after Minnesota become part of the United States. The city grew rapidly during this time and by 1870 had reached a population of 50,000 people. By 1888, however, South Saint Paul had shrunk back to 10,000 residents because of high cost of living and economic stagnation caused by railroad construction throughoutMinnesota at that time (Lange). On July 1st 1907 (or July 9th), South Saint Paul officially changed its name from Spring Grove to South St. Paul due to objections from adjacent cities which considered their names first (Walsh). At that time there were no official boundaries between these municipalities so all citizens were considered part of “South”SaintPaul regardless of where they lived or worked (Flamm). This event is often cited as one reason for later decline in South StPaul’s economy (. . .) However another factor may have been more serious problems with cholera which struck the area in1896- 1897 killing many people (. . .) After years plagued by social unrest related to Canal Street vibrations caused by heavy industry located just acrossgrownowntown from downtown SAINT PAUL (Draper),the legislature passed an act authorizing a special committee led by Mayor John Prentice called “The Cholera Committee”to explore methods for controlling cholera spread through drainage ditches aroundtown without endangering human life or property (). Although ultimately unsuccessful (), this effort provided impetus for Congress to pass legislation creating an epidemiological commission in1901 ().
