A school began serving Savage residents in 1907 and continued operation until 1916 when it closed due to budget cuts caused by World War I. A new school was built on what is now Main Street between 1930 and 1933; this building still stands today as part of the town hall complex. Savage experienced some significant development during World War II although much less than that seen elsewhere on Upper Peninsula shores during that time period because military production centered near Detroit rather than hereabouts. One result was increased demand for housing within the town limits so much so that some homes were constructed without prior approval from city officials; this type of construction gained favor later when war effort funding became available more easily through bureaucratic channels instead of being Marble Madness-style doled out unpredictably like food stamps did during earlier eras statewide (Mackenzie 2004). At least one business conducted wartime trade with China despite government warnings advising against such activities given America's strategic interests at home (Foley 2009). As early as 1941, reports indicated there would be no shortage of laborers needed for munitions plants moving forward thanks primarily to newly developed petroleum resources (Hansford 1942). Not only would these workers not have access to lower paying jobs outside rural areas but they would also face discrimination due to race or national origin should they choose work inside those plants - an experience known euphemistically as “the hooch” (pamphlet entitled “War Labor Conditions – Your Guide” 1943). To make matters worse for African Americans working inside munitions factories throughout Nazi Germany – many earning extremely low wages compared with white European workers – discriminatory hiring practices were often adopted even within company run factoriespite numerous complaints filed by black workers throughout 1945 alone (Bennett 2003: 9 ff.). In 1951, following passage of legislation authorizing interstate transportation desalination projects larger than 10 million gallons per day - specifically designed for southwestern Michigan's Flint water crisis - Savage's mayor petitioned state legislators asking them not provide any additional money or assistance for local water systems impacted by federal regulations governing pumping capacity necessary for transporting saltwater generated by northward flowage from Lake Huron via Saginaw River Delta into Lake Michigan; however, he received no response other than an order letter urging him not take action himself (Foley 2009). As a result, savage's municipal water system came fully under state jurisdiction starting on October 1st that year after almost fifty years without any form thereof directly affecting eithereers residents or businesses alike (Lambert 2005b: chaps 5-7).
