The community was founded by Swedish immigrants in 1854 and was named for Princess Rose (1820-1887). The first post office in Roseville was established on November 14, 1855, and it remained open until December 6, 1858. The first settler in what is now Roseville was Fredrik Olson who arrived from Sweden on April 17, 1854. He built a log cabin near present day Harrison Street and North Water Street. In 1861 the US Congress passed the Magnuson Act which granted land to Americans west of Great Lakes boundaries as part of the Homestead Act program. This land included parts of present day Ramsey County including most of what is now Rosesville and some square miles around it including much of what is now Maplewood. The town site chosen for its new post office sat where Dahlgren Road meets Harrison Street today; just east of present day Park Ridge Elementary School across from Interstate 94/I-695 exit 32A (exit 9B for) . In 1872 local farmers petitioned county commissioners to grant them permission to raise hay to provide fodder for their animals; this request resulted in Roseville becoming one of only two towns in Minnesota with government regulation over agriculture (the other being Mankato). In 1898 Carl Gustaf Forssell opened his grocery store at 5th & Gilbert Streets which became popular among residents because it offered fresh produce available all week long without having to go out into the city or wait days for delivery
