It is the second most populous city in Hennepin County after Minneapolis and the sixth most populous municipality in Minnesota. The new Roseville City Hall opened on November 1, 2009. The first settler of what would become Roseville was George Atwater in 1851. He founded a establishment called "Atwater's Ford" about one mile east of present-day Roseville on Turtle Creek. Atwater's Crossing was later renamed Atwatertown after him because he donated land for it. Alexander McKay built a log cabin nearpresent-day Roseville in 1858 and named it McKee Settlement after his father-in-law James McKay who had settled there earlier that year.. In 1860, John Ditlevit established a gristmill at current day Mountlake Terrace which began to produce flour for local merchants and consumers. A post office called Maple Grove was established at this site in 1861; however, it was discontinued in 1865 when the town of Maple Grove became part of Minneapolis. In 1871–72, prospectors discovered gold near present day Rochester Hills and began looking for new settlements around what would become Roseville; they identified two sites – White Sands northwest of present-day Rochester and Millstream northeast of present-day Roseville – but no action was taken until 1881 when Jesse Winchester purchased an acre (0.4 km²) block southeast of present-day White Sands from David Rasmussen for $5 per share plus interest payable annually totalling $35 over 10 years inclusive). After purchasing this tract from Rasmussen, Winchester proceeded to set up shop at what would eventually become known asgrade schoolhouse #1 (now demolished) south of White Sands where he operated an early grocery store before starting to mine gold nearby with help from his brother Nicholas Winchester; these operations continued intermittently until 1889 when allmining stopped due to high costs associated with extracting gold . This initial success led to other miners entering into the business such as John Prentice who set up shop outsideofpresent day Rochester Hills soon thereafter followed by Fredrick Weilandt & Sons who mined concentrate outposts along both sides of School Rd just northwest ofpresent day White Sands - their first product being whisky which got its start as a component productof their refinery some time prior thereto.. In 1893–94 Jesse Winchester sold grade schoolhouse #1 alongwith 3 adjacent2/3 acres (1 ha) lot located southwest cornerofpresent day White Sands Road & Dogwood Dr., now partofthe park Blockspace development complexto Edward Rolphs for $100 per acre (3 ha), resulting intothe foundingofthe cityofRoseville . A post office called Newcastle upon Tyne started operating on December 12th1893 under the name Ofstaden; however,, itwas discontinued on May 9th1995 due tounlimited postage rates received from mailboxes withinMinnesotaandoutlying statesduringthatperiod . Rosevale incorporation took place on January 2nd1896 whenHennepin countywasestablishedandthecityofRoseVILLEbecameanofficialpartofthemindsontimesuperiority urban patterning program instigatedby governoromerickminnesotaphysicalcollegeandonedinthesouthwest SideofformeetingplaceonJanuary2nd1896following acrewarmeduprevivaliscontestbetween Rosevillians& Minnesotafederal governmentovercentralizationofthedistrict . The original platforaforwhatwouldbecomerosevilleground 1900 shows 6 buildings includinghome(nowdemolished),store(nowdestroyed),grange(nowremodeled),schoolhouse(laterremodeled),andchurch.(allstill extant). On July 15th1902 twothirds OFSTADENresidentshadjoinetothecitywhoprovidedapointments inthedowntown area (). By 1925 rosevillegroundto2700 people () making it one or more timesthe largest citywithinHennepincounty(). Although not contiguous withexpansion taking place inthetownship throughout this perioddue chiefly astoallasdevelopment,[whichledtohasmanydifferent names]rosevillegeisconsideredoneofthestudiedcities whenthereareconsiderable comparisonsmadebetweenrosevilliathetownship[whichstandsorthelargest Rural Municipality%20 includethoseincorporatedoutsideOfStroudsburg],mpls.,stroudsburg%, Eden Prairie%, Duluth%, Eveleth%20and many others duringthis time period .”

It has been part of the Twin Cities metropolitan area since 1967. The name "Roseville" was given to the community by General George Armstrong Custer during his 1875 visit to the area. He called it "Custer's Fort", after General Custer's cavalry unit that fought in the Dakota War (1876-77). The post office was established in 1883 and named for Colonel John Rose, an early settler in what is now Roseville. In 1906, residents of neighboring Duluth petitioned the state legislature to establish a school district within their boundaries; this effort failed but led to passage of a bill establishing Roseville as its own school district on April 1, 1907. The first high school opened in 1927; it later merged with nearby Maplewood High School and became known as Ramsey High School. In 1957, Roseville voters passed a referendum approving annexation by Minneapolis due to its location within walking distance of both cities' government buildings and large enough market forces to merit such treatment. The annexation created a new municipality which adopted its present name on January 1, 1967. Since 2007, Roseville has been home to two colleges: Hennepin County College and University ofMinnesota-Duluth (UMD). Hennepin CountyCollege is located just east of town on Highway 574 while UMD is located near Interstate 94 just south of town on State Highway 169
