Richfield is a city in Hennepin County, Minnesota, United States. The population was 32,754 at the 2010 census. The first settler in Richfield was David Rice in 1855. The city was platted on May 25, 1886 by Dr. John A. Nicolay and Wm. Moultrie as part of the Richfield Township subdivision of Minneapolis Township No. 2.[1] Richfield became an incorporated municipality on January 1, 1907.[2] Theodore Roosevelt stopped by the town during his 1896 presidential campaign trip to Minnesota; he called it "a little gem" and said it would make a good stop for cyclists around the region because of its "fine railway connection".[3][4] In 1916, after World War I ended and America's entry into World War II began, Richfield became one of six U.S.- Countdown Cities intended to spur economic development in wartime zones across the country – cities that were designated to have their populations increased two-fold (the others being St Paul,[5][6])[7][8] with plans for the population increase to be evenly distributed throughout the city over time through annexation of adjacent rural communities (including parts of Brooklyn Park).[9][10] In 1957–58, when Minneapolis-St Paul annexed most of Brooklyn Park,[11][12]Richfield experienced rapid growth as more people moved into what had once been farmland near downtown Minneapolis. Streets were widened and new schools were built as demand for housing outstripped available space; by 1990, there were almost 100 businesses located in downtown Richfield alone[13]. That decade also saw major changes at the local level: Mayor Jim Bakker resigned after revelations he had sexually harassed female subordinates,[14][15] while City Council member Norm Coleman won election amid allegations that he took kickbacks from developers while he represented them on City Councilmember staffs (he later resigned from office). In 2000 Coleman was elected governor of Minnesota; however his term only lasted three months before he lost to Republican Rick Perry.[16][17] During Perry's presidency, claims emerged about government corruption within state government and private industry involving payments totaling $50 million given to Perry family members between 2002 and 2007 by then-Enron CEO Jeffrey Skilling;[18][19] following this series of events Richardson Mayor Tom Barrett announced that he would not seek re-election in 2006 but instead run for Congress instead;[20][21]'s decision led some residents to form a grassroots organization called "Not My Mayor" which campaigned against Barrett's candidacy throughout 2006 and 2007 efforts to unseat him—an effort that ultimately failed[] [22], setting off a municipal power struggle between conservatives and progressives which has continued ever since.[23]:435–437
Richfield was organized as a town on April 12, 1854, and became a city on January 1, 1899.
