There is no one answer to this question, as the history of high capacity kit storage solutions has varied greatly. Unfortunately, these locomotives were retired after only a few months of operation. Although initial implementation efforts on NATS 3 proved successful, problems soon arose due largely to its size; specifically, its limited interior volume made it difficult bothto move large items and maintain consistent temperature control inside the foundation while storing television sets inside it year-round (-15 degrees Celsius/-30 degrees Fahrenheit). In addition, overall costs became prohibitively expensive once NATS 3 began being field deployed across North America; particularly given growing competition from cable providers who began implementing similar systems throughout 1978 onward.)
