Owatonna was founded in 1857 as a lumber town on the upper Mississippi River. The town motto is "Equality and Brotherhood." In 1915, Owatonna became the capital of Minnesota. They built log cabins and named their community after the village of Owatonna, Wisconsin, where they had been traveling on horseback to see the land. At this time, Owatonna was one of the most prosperous towns on the Upper Mississippi River because of its close connection to Minneapolis-St Paul through railroads and its location along routes used by travelers seeking goods unavailable elsewhere on the river or in nearby cities such as St Cloud or Duluth. The town changed hands several times before 1870 when John Hennepin County acquired it from Nissen's heirs for $10 per acre (about $2 per square mile). From 1870 to 1915, Owatonsonians voted annually to choose their state capital; however, they never achieved consensus about which city should be their choice because Minneapolis-St Paul always retained control over economic life within county boundaries.. On February 15th 1915 (the day after Minnesota became a republic), Mayor Harry Sievers announced that he would present petitions totalling 1 million signatures challenging Minneapolis' control over financial life within county boundaries-a move that signaled growing dissatisfaction with Minneapolis' status as both State Capital and primary commercial center for Ramsey County (the largest county in Minnesota). On February 24th 1915 City Council member Fenton Hinrichs introduced legislation proposing that if voter approval could not be obtained then Minneapolis must cede sovereignty over financial matters within county boundaries back to individual municipalities-an idea supported by manyowhat believed that responsibility for local finances should rest with those communities rather than government bureaucrats located at Minnetonka or downtown Minneapolis
