Gun targets have been a fixture in North St. Paul, Minnesota since the early 1800s. The first guns that were used to shoot at targets were rifles and pistols. The practice of target shooting was popularized by Colonel John Dill, who served as the military governor of Minnesota in 1851-1852. Dill’s mission was to promote hunting and fishing in the state and he encouraged people to use their firearms for these activities. In 1855, Captain Harry Soper established an armory in downtown North St.Paul and began manufacturing muskets and other firearms there. Captain Soper also manufactured target ammunition. By 1870, target shooting had become so popular in North St.Paul that a gun range was established on Third Street corner Elmira Avenue. From this location, shooters could take advantage of several hundred targets placed throughout the cityscape. With the addition of newTarget ranges dotting the landscape across town, Gun Targeting enjoyed its golden age until World War II when it all but disappeared from public view due to gun bans passed by local governments
