North St. Paul, Minnesota is a city located in the Minneapolis-St. Paul metropolitan area on the north side of the River Mississippi in northwestern Minnesota. As of the 2010 census, it had a population of 102,883. North St. Paul was founded as a Sioux village and post office called Park Rapids in 1858 by United States troops during their Dakota War against the Sioux. The name has been variously spelled "Park Rapids," "Parksville," and "Normanston." The first settler in what would become North St.Paul was George Hennepin who arrived in 1859 from Illinois with his family as part of General James Kossuth's army following their victory over Ulysses S. Grant at Battle of Prairie Dunes near Saint Anthony Falls on November 6, 1864. In 1862 and 1863, Hennepin furrowed land that became what is now downtown North St. Paul when he donated sections to the city for development into farms which were named after him: Hennepin Place, Hennepin Creek Green Fields, and Hennepin Heights. In 1870, James Kapp established an agricultural colony called Garden City on lands east of town along Park Rapids Creek which he had bought from the Sioux two years earlier as part of a treaty settlement that ended their Raid on Fort Snelling (Dakota Campaign). He named his new community after himself and started construction on what would eventually be known as Kapp's Hill before dying in 1886 at age 85 while stills working on it from his home there; his wife took over the project until her death in 1934. During World War II most activity within North St.Paul occurred within its military garrison at Camp Roberts which housed some 10,000 people including many American prisoners-of-war who were incarcerated here until 1945 when they were liberated by Army Rangers under Lieutenant Colonel John Ralston Peacock (1902-1993) during Operation Crossroads outside present day Minneapolis/Saint Paul Airport just south of downtown North StPaul Limits!
