Today's vibrant community began developing gradually during the late 1960s as local officials recognized that something needed to be done about crime rates and school discipline problems that had been plaguing residents for years. A study conducted by then-Mayor Dick Postel found that 85%of girls who reported being raped or sexually assaulted while attending school knew someone who did so; also 64%of boys knew someone who committed such an act! Inspired by this report, Mayor Postel convened a workshop which resulted in passage of ordinance #5 governing City Limits which defined how much development could take place within city limits without prior approval from City Council (the current zoning ordinance). This ordinance opened up many acres of land beyond downtown where developers could build without having to worry about potential zoning violations! In addition to improving safety conditions for students and workers alike inside city limits, this ordinance also helped spur innovation within downtown with some new businesses opening up including Andy's Pizza (now known as Pizzeria Uno), Second Street Brewery (now known as Seventh Street Brewery), Twin Cities Brewing Co., American Weigh House (!), etc. Additionally, many factories closed down during those days due mainly to technological advances but also World War II military production requirements which limited available resources throughout most portions of America at that point too!
