New Brighton, who had come to the area as part of a wagon train. The first gun used by New Brighton residents was a rifle that they obtained from a trader in 1855. In 1865, the town passed an ordinance banning handguns and Izaak Walton Richardson became the first mayor of New Brighton. From 1870-1875, Mayor Richardson sponsored a bill that would have created a state militia to guard against Indian raids. However, this bill was not passed and no militia ever was organized. In 1876, Mayor Richardson appointed George Ransom as justice of the peace and he served until 1880 when he resigned due to health problems. In 1886, Mayor Richardson nominated Gifford Sohier to be the town's first postmaster and Sohier was elected on November 3rd. After serving two terms as postmaster, Sohier resigned on December 8th because he could not meet financial obligations incurred while serving in that role. In 1889-90, Mayor Richardson sponsored legislation which would have established a city government for New Brighton with a mayor and five council members. This measure failed to pass but did establish an assessor’s office in town hall which remained operational until 1912 when it was replaced by the present day sheriff’s department .
