The first residents of Mounds View were farmers who moved from Dodge City, Kansas in 1881. They built a log cabin on the site of what is now the town square and raised corn and wheat until 1889 when they started to build gristmills to process their grain into flour. The first store opened in 1892 and soon there were three stores in Mounds View with a total business of $10,000 per year. By 1904 there were six stores with a combined business of $30,000 per year. In 1916 an oil well was drilled near Mounds View and began production which led to increased demand for flour from businesses within Mumpsville Township which had been ceded to Ramsey County by Minnesota statehood iln 1912. In 1916 William Everson became manager of First National Bank adjacent to downtown Mumpsville on State Street which became one of the largest bank branches west of the Mississippi River after it merged with First National Bank east of Rice Lake in 1923 In 1937 WJ Kellogg opened his family's last bakery/cafeteria complex (the Kellogg brothers) on Main Street between Third Avenue North and Fifth Avenue South where he continued to operate it until its closure by parent company Jell-O Corp., eventually moving back into his original building on Fourth Avenue North just south of University Parkway North in 1979 . In 1966 the community laid out plans for what would become Homecoming Mall which included construction of an expressway leading northward from Interstate 94 through town center before terminating at Highway 36 about 2 miles west of town limits . With high traffic densities throughout most months during its heyday Homecoming Mall could accommodate up to 100,000 people annually but development accelerated after enactment by then Governor Lenore Anderson (DFL) of her "Equal Justice Initiative" goal that all local government should be funded equally regardless thereof economic vitality or size . This led rapidly expanding mall developer Arnell Companies Incorporated (later Arnell Properties)to sue several townships over IGA money withheld under Equal Justice Initiative guidelines because some properties had more than 1,500 customers/employees whereas others only had 10 or fewer customers/employees ; 8 settlements resulted before federal judge David Loyster ruled permanently against Arnells late 1990s challenge effective January 1st 1995 , ending any potential village self- discrimination against malls developers . A few years later Clearwater Village annexed neighboring Rancho Park giving final approval for annexation on December 12th 1998 having previously opposed annexation due primarily to concerns that Homecoming Mall would impact their shopping center along I-94 while also claimingHomecoming Mall would compete unfairly with Clearwater Village's large grocery store operated by Kroger Co., one mile southeast across I-94 from Homestead Shopping Center (now known as Target).

The Mounds View area in Minnesota was first settled by the Menominee tribe in the 1830s. The area became a part of the United States in 1846. The town of Mounds View was founded in 1851, and became a city in 1907. In 1924, the City of Mounds View merged with the Village of West Branch to form the current city.
