Mounds View is a city in the U.S. state of Minnesota, located on the Unitarian Universalist Association's (UUA) reservation of Mankato. The population was 8,362 at the 2010 census. The city is named after Mound View, a large and rising mound near present-day Minneapolis that served as a military post in 1824-25 and again in 1851-52 during the Dakota War. The first European visitors to what is nowMinnesota arrived by way of Iowa in 1838 with General James K. Polk's Expedition under General John A. Hickman and Lieutenant Colonel George Armstrong Custer, both of whom are buried at Mount Rushmore National Monument west of Rapid City, South Dakota. In 1851 Governor Isaac Noyes signed an act creating "Moundview Township" within Rochester Township for white settlers who had bought land from the Blackfoot Sioux tribe east of Fort Snelling on Lake Superior shoreline which was then part of Minnesota Territory.. In 1882 Mounds View became a city when it was annexed by Minneapolis; it remained an unincorporated community until annexation by Minneapolis in 1904. In 1968 annexation by Minneapolis made Mounds View one of two cities adjacent to downtown Minneapolis that were not annexed into the larger metropolis; the other cities being Bloomington and Edina.[1] The remaining unincorporated communities have since been consolidated into Mounds View Municipal Airport which lies within Mounds View boundaries but administers no services to its residents or provides local goods or services to its citizens while located outside municipal boundaries;[2] this situation has persisted even though most residents maintain their own government through elected officials who represent them directly within their municipality’s borders rather than through metropolitan entities like MN Statewide Government Services Employees Union Local 671 represented residents in Bloomington Municipality who also serve as Mayor and Council Members for that jurisdiction only if they reside there full-time instead of commuting daily to rural areas for work purposes—a rare occurrence today where even many suburbanites commute out into Dinkytown for jobs commuted into downtown every day because it’s cheaper[3][4][5] . . . County governments have come and gone over time but service levels continue lowered as more people move away from rural areas towards big box stores closer to major highways—the good news being there are numerous special interest groups looking out for their interests especially those related to transportation infrastructure such as pedestrian crossings across I-35W just south off Hwy 55W known locally as “Crossroads Crossing” made possible because a 15% increase applied annually tax levy went towards improving intersections leading up to/across I-355/55E providing access particularly northbound drivers exiting I-35W onto ramps leading east/west off I-355
