Mounds View, Minnesota is a city in Ramsey County, Minnesota, United States. The population was 20,062 at the 2010 census. Mound View is home to the world's largest collection of pre-Columbian American Indian art and artifacts. The city also has a growing interest in traditional hunting and fishing practices dating back to the 18th century. The history of Mounds View goes back to 1855 when General James K. Polk bought land here from the Arikara people for $1,000. A few years later, he donated an acre of this land to the town of Moundview for use as a public square. In 1865, Congress passed the Indian Appropriations Bill which designated Mound View as "the reserve or headquarters of all American Indians west of the Mississippi River." This designation allowed local governments to sell land within this area for development purposes without approval from Washington D.C.. The first recorded settler in Mounds View was Isaac Davidson who arrived in 1857 with his family and built a cabin on what is now Fourth Street (now First). By 1870, several other families had joined Davidson's group and began expanding their businesses here including John Pohlman who ran a millinery shop and store on Main Street; Michael Krug who operated an ice cream parlor on Second Avenue; Jordon Sneath whose business became one of the most successful in town; Harry Larkin who ran a grocery store on Third Avenue; James Wessels who opened up his own livery stable on Seventh Avenue near Hanson Road; and George Scherrer who constructed two homes overlooking First Street (later renamed Third Avenue after Scherrer Streets). In 1912, citizens voted to name their new city after Major General Nelson Acheson – then commander-in-chief of United States forces during World War I – because they felt he had played an important role in helping build upMinnesota into what it is today. In 1916 an election resulted in the creation of Dunn County government which included Moundview as its second county seat after Maple Grove. However, this arrangement lasted only until 1925 when Maple Grove became its own separate county government again with Moundview serving as its third county seat following a change in state law which gave Dunn County two seats instead of one due to growth within the larger city of Minneapolis (which then became known as Saint Paul). The decline of agriculture during World War II led to a reduction in population growth throughout Minnesota; however, population growth resumed thereafter until 2000 when it reached its current level due to various factors such as immigration and settlement by retirees from other states following declines among nearby agricultural towns such as Apple Valley (Minnesota), Blairsville (Minnesota), Brownsville (Minnesota), Carver Heights (Minnesota), Clearwater Hills (Minnesota), Coon Rapids (Minnesota), Dakota Ridge Township (Minnesota), East Stroudsburg Township ( Minnesota), Hawk Pointe Township (Wisconsin) and La Crosse Township (Wisconsin). Since 2000 there have been several construction projects associated with Duluth's $2 billion light rail project that will connect downtown Duluth with neighborhoods on either side of Interstate 94 south including MoundView; these include new housing developments along I-94 near Belle Plaine Boulevard/University Avenue on University Avenue near campus where many residents from adjacent suburbs will be moving into; retail developments around Hennepin Center shopping district including new storesanchor Whole Foods Market open since 2016 adjacent toTarget; schools built or planned around light rail stops including Dunwoody High School just east of University Avenuelight rail terminal stationing along Nicollet Mall between First Street NE and Nicollet Mall SE; comprehensive plans released for several large suburban development areas located east or west of Light Rail stops - these may include substantial parks or subdivisions incorporating much public land existing beyond local zoning boundaries
