The Monticello, Minnesota expansion was a project in which the city of Monticello, Minnesota and the County of Ramsey committed to invest in a new public works authority. In 2013, another Expansion Project took place when the Ramsey County Commissioners agreed to invest $15 million into new public works authority resources that would be used to improve sidewalks and streets in the community. This project included construction of sidewalks and street repairs as well as installation of rainwater harvesting systems. As part of this initiative, Monticello Mayor Donny Olson announced that he would ask for money from local businesses to install bike lanes on town streets. Monticello is a town in the Unorganized Territory of Dakota County, Minnesota, United States. The population was 1,675 at the 2010 census. It is part of the Hastings, Minnesota Metropolitan Statistical Area. Monticello was founded in 1881 by Hennepin County settlers George W. Beardsley and his wife Anna Kapp as a stop on their journey from Minneapolis to Deadwood in northern Dakota County. The name Monticello derived from "Mountain House" on the Red River where they had stopped for supplies while travelling through Dakota Territory. The first post office in Monticello was established in 1882; it served until 1925. In 1938, the town became a city with its own police department and fire department. In 1951, Monticello became one of two towns within Hastings metropolitan area when that area was formed from parts of Hennepin and Ramsey counties. In 1960, Monticello also became home to the first post-secondary school in Hastings when Cascade College opened its doors there. Cascade closed its doors in 2003 but has been reborn as an online college offering various courses including business administration and health sciences since then. Cascade's history can be seen throughout much of downtown Hastings which still features many artifacts from the original school building that once housed the campus dining hall and music room as well as many other classrooms and facilities used by Cascade College students during its heyday in the 1960s- 1970s!

The community was founded in 1881 by Andrew McNaught and his wife Martha McNaught. It became a city in 1907. The first settler in what would become Monticello was Andrew McNaught. He built a log cabin on land that he donated to the townspeople in 1881. In 1882, he married Martha McNaught and they moved into their own home. The McNaughts were instrumental in developing Monticello as an agricultural community with many crops such as corn, beans, potatoes, wheat and oats being grown here. Over time, other farmers joined them in farming here including John Hinson who owned a sawmill and gristmill; James Latham who operated a blacksmith shop; George Sweeney who ran a farm store; Daniel Dibble who raised chickens; Peter Janssen who fished for salmon from his Creek Lake property;and Ebenezer Fenton who managed_a general store_. In 1907, when Minneapolis–St Paul annexed Dakota County for municipal purposes (Municipalities had been authorized by state legislature but not ratified until 1907), Monticello became part of Minneapolis-Saint Paul through annexation also. When Minneapolis-Saint Paul changed its name to Minnesota State University – Twin Cities (MSU-TC) in 1969 it reverted back to its original name of Minnesota State University – Monticello which remained until 1998 when it was renamedMinnesota State University – Twin Cities again (MSU-TC). The historical industry that made Monticello so prosperous include agriculture, lumbering/timbering/mining/manufacturing/commerce etc., however today most of these industries have either closed down or are no longer major contributors to local economies due mostly to competition from larger metropolitan areas outside of Dakotas counties like Fargo or Saint Cloud etc.; however there are still some remnant businesses that continue operations such as: Roberts Coffee Company which has been operation since 1936; Northwoods Golf Course which opened up in 1984 after years of closure within downtown St Cloud;; Dairy Queen where milk is still served from trucks during morning rush hours; Macdonalds restaurant open since 1962 inside an old mental hospital building near campus]; Barnes & Noble bookstore closed but reopened under new ownership as an online bookshop}
