Monticello is a town in Dakota County, Minnesota, United States. The population was 4,594 at the 2010 census. It is part of the Minneapolis-St. Paul metropolitan area. The Monticello gun locks were developed by two men who were both working for the Minneapolis-St. Paul Railroad company. The locks were used to secure locomotives and cars during traffic accidents or when trains were stopped on tracks in rural areas. In 1881, John Purdy patented a design for a gun lock which he called the "Purdy Gun Lock". This lock differed from current gun locks in that it had an extractor handle instead of a keypad entryway and it could be opened with a knob on the side instead of a keypad handle. In 1885, Monticello's first post office was established and they began using guns to protect their mail from robbers. By 1886, all of Monticello had installed gun locks and these locks became known as "Monticello Guns". In 1916, Monticello founded its own police department and began using handguns to protect their citizens from criminals. The use of handguns also allowed law enforcement officers to better apprehend criminals while preventing them from escaping or harming other people or property

Monticello is one of several municipalities in the nearby counties of Ramsey and Stanton that are included within the Rice Lake Township subdivision of Rice Lake County. Monticello's name comes from two sources: one originates from French and means "place where many cows were milked," while the other derives from Dutch and means "meadow." In 1881, James Wirt took over management of a farm called Mount Pleasant which lay on what is now Monticello Road. When Mr. Wirt died in 1902, his son Lewis inherited the property and began to develop it into a town. The first settler in Monticello was Isaac Kapp who arrived around 1868. Kapp built a log cabin on what is now Main Street. He also started trading with Native Americans selling goods such as meat, furs, baskets, scalps, and other items. In 1870-71, David Morton purchased land adjacent to Kapp's cabin for $350 cash. Morton built a house on this property and named it after himself – Monticello (pronounced "moo-tuh-lee"). It was not until 1915 that he donated land north of Main Street to make way for modern day Monticello Elementary School which replaced an earlier schoolhouse that had been destroyed by fire in 1906. During World War II, residents made use of local mills to produce munitions including flour used in airplane production; oil used for lubrication; sugar beets processed into sugar syrup; soap made from lye; artificial rubber products produced at local enterprises like White Sands Rubber Company; ammunition produced at Fort Snelling Arsenal near Minneapolis; beer brewed at Stillwater Brewery near Hastings; ice cream manufactured at Benares Creamery & Ice Cream Parlor There were also some shops serving basic needs such as groceries offered by Girdwood Mercantile Association and post office serving residents with mail delivered by stagecoach or wagon
