Marshall, Minnesota is a town in Clearwater County, Minnesota, United States. The population was 1,898 at the 2010 census. It is part of the Saint Paul metropolitan area. The first settlers in Marshall were brothers J.D. and John Marshall who arrived in 1854 from Wisconsin. Marshall was named for General James K. Polk who fought in the American Civil War as a colonel and then served as Secretary of State under President Ulysses S. Grant. In 1885, local ranchers formed the Marshall Land and Farming Company to sell land around what is now Marshalltown Township to farmers for $1 an acre (0.50 ha). In 1909, the Canadian Pacific Railway passed through the town and donated land east of Main Street to form what is now Marshalls Creek Parkway(). The railroad also built a station on what is now Third Street which served as a community center until it closed in 1951 (). In 1916, when Clearwater County was organized, Marshall became part of it and remained so until it lost its charter in 1974 (). However, by 1920 it had returned to county government with a Board of Commissioners (). In 1926, two school districts were merged into one: Clearwater Valley School District #2 (later renamed Clearwater Independent School District) and South Christian-Clearwater Schools District #1 (). As part of this merger process (), all but two members of the original Board resigned due to lack of support from other commissioners (). Consequently, commissioners appointed interim directors until elections could be held in May 1927 which resulted in district board members taking over control () On October 6th 1925(), representatives from various communities along Marshalls Creek Parkway agreed to establish a "Marshalls League" with common goals such as improvementof public transportation facilities; better215 schools; more affordable housing; more efficient crops; more education opportunities for children within their community (); etc.; however this organization never materialized . On January 5th 1928(), agents from both districts met at Hastings Community Hall near present day Hastings Elementary School where they unanimously voted not to annex any other towns into their own district because they felt that would dilute their power while increasing taxes for everyone involved (); however this decision has been challenged several times since . On November 8th 1933(), commissioners successfully campaigned against annexation by neighboring towns Springdale and Red Wing () because they felt that these municipalities were not meeting basic league guidelines such as having an open-air school fieldhouse/baseball diamond; providing access to public roads; developing energy resources; being financially responsible; ect.. Furthermore there was much opposition among residents towards these proposed annexations because they felt that their quality of life would be decreased while those annexed would have considerably greater development potential (). After months of discussion it was decided that no new towns would be annexed due to lack agreement between all parties concerned()
