During his tenure as mayor, he increased public support for local schools by creating funds specifically for education within their budgeting process; this helpedMarshallbecomeoneofthestsuccessfulminnesotanitiesinhistime.(Hutton died in 1992). In 1957, Marshall voters passed a referendum approving the merger of two neighboring towns - Maplewood and Hennepin - into one municipality under the name "Marshall-Hennepin." At that time, there were only 11 settlements withinMinnesota's borders and no municipality had received all of its votes; thus, this merger did not take effect until 1959 when it became effective for all municipalities within Minnesota with less than 10 residents
