In 1881, Hugo, Minnesota was founded by John C. Stennis and his wife Anna. The town was named after General James P. Buchanan who fought in the Mexican-American War. In addition to its namesake, Hugo has also been home to a number of notable scopes manufacturers over the years. The first scopes manufactured in Hugo were two models called the “Olympus” and the “Nova”. These scopes were designed by Dr. George Fenton and Mr. Alfred Wittek for hunting use only and were not very successful commercially because they were too expensive to produce and too small for most users. However, during World War I, Dr. George Fenton developed a new type of scope which became known as the “Fenton Axis” or simply the “Fenton Scope”. This scope was designed specifically for use with Vickers Machine Guns and other artillery pieces because it allowed you to see distant targets much clearer than using traditional eye glasses or binoculars which required frequent adjustments in order to keep them in focus). Hugo was founded in 1875 by Norwegian immigrants who named it after German philosopher Friedrich Nietzsche. In 1885, Hugo became part of the Minneapolis–St. Paul metropolitan area and lost its autonomy; however, it remained part of Ramsey County until consolidation in 1996. The original Norwegian settlers were farmers and their families who arrived from the rural area around Kristiania (now Oslo) on Stortinget Island in Valdres Fjord on April 10, 1875. The land for Hugo was acquired from the government of Norway through purchase and sale within the city limits of Minneapolis-Saint Paul as well as by private donation. The first post office opened in November 1875; Hugo residents served as mail carriers for both cities until 1895 when they were forbidden to do so because of mail fraud charges against one of their own citizens, John Aaslandt Bjerke. In 1896, Hugo incorporated as a village under state law; this change came about because there had been no town consolidation within Ramsey County since 1886 due to disagreements over governance among various towns and villages within the county boundaries. On January 1, 1907, following incorporation into Minnesota's new Revised Statutes (Chapter 372),Hugo became an unincorporated community again with its own school board and police department subordinate to that of neighboring Maplewood. According to the 2000 census count conducted by Target Field Inc., Hugotians make up just 5% of Ramsey County's population but 12% of all Minnesotans living inside its borders (outreach services limited to residents outside those boundaries). As a result of continued growth and development throughout most recent years – including annexation by Stroudsburg Township in 2013 –Hugo has seen significant resurgence both economically and culturally since 2007 when it regained its self-determined status following years during which someResidents had petitioned Hennepin County authorities to annex them into their larger neighbor - though not without some frustration from locals who felt they had been shortchanged financially while also losing out on key amenities such as public transportation access or job opportunities ashore due to ever-growing suburban populations nearby . Hugo is a town in Ramsey County, Minnesota, United States. The population was 553 at the 2010 census. It is part of the Minneapolis–St. Paul metropolitan area. Hugo was platted on November 3, 1873, and named for Danish educator Ole Hugo Christensen. Hugo was originally part of what is now Bloomington-Normal School District; it became its own school district on January 1, 1907. On July 14, 1927, the school board of Bloomington-Normal authorized the merger of two other districts: Normal High School (now North Central High School) and South Central High School (now Middlebrook Valley High School). Hugo residents voted to secede from Normal School District on October 15, 1927. On February 17, 1929, Hugo voters approved a proposition to annex portions of neighboring Hastings Township into their town; this annexation resulted in the current name for Hugo: "Hugo". In 1959, central core facilities of Normal and Hastingstown were closed due to budget cuts and enrollment growth in downtown Minneapolis had caused problems with transportation links between those areas which had necessitated new central core facilities. In order to address this issue local citizens campaigned to have Normal's old gymnasium renovated as a library with added classrooms/gallery space as well as meeting rooms/laboratories; this project was completed in 1966 and renamed Normandale Library afterNormandale Street north of Broadway in downtown Minneapolis. The original physical boundaries for Huguenot were limited to west side of I-394 east side of Snelling Avenue south side including parts now within Crystal City subdivision off Snelling Avenue east side extending into Park Rapids subdivision near Lake Michigan shoreline - these boundaries remain today even though much property has been annexed by other municipalities since then
