Hugo is a small town in the Minnesota Valley, located in Hibbing County. The population was 4,725 at the 2010 census. Hugo's history dates back to 1871 when it was founded as a mining town by Norwegian immigrants. The community name comes from Norwegian "Hugo" meaning "a place of shelter." Hugo quickly became known for its agriculture and cattle ranching industries, but also enjoyed a significant role in the local education system. In recent years,Hugo has seen growth as a bedroom community for the nearby Minneapolis-St. Paul metropolitan area. The early residents of Hugo were primarily Norwegians who had settled in what is now Hibbing County in 1871. They mined coal and other minerals near present-day Hugo, but their main industry was ranching and farming which supported many families over several decades. The city of Hugo was founded by Chicagoans on July 1,1901 following the creation of Hibbing County as part of Minnesota statehood that year. By 1910, Hugo had a population of 2,500 people with about one-third living within its borders. In 1930, oil discoveries began to be made around Hibbing County and large tankers began to call at Portson Bay; however, no development took place until after World War II when oil production increased significantly due to wartime munitions production and shipbuilding facilities opening up along the Great Lakes region including those in Hibbing County. With this newfound wealth came an increase in housing needs throughout both downtown Hugos and outlying areas with single family homes becoming increasingly popular among Minnesotans during this time period while ranches continued to be operated by rural farmers into the 1970s and 1980s according to historian Don Saylor Jr.. During this time period there also emerged new businesses such as law firms (Fowler & Barnes), real estate agents (Larson Bros.), convenience stores (Carrabba's), ice cream parlors (Dairy Queen) and some restaurants including Hooters which opened up shop around election season 1948 which helped contribute significantly to overall growth during that decade according to historical research done by Jeff Pohlman for his book "Minnesota: A History". Overall during this ten-year period there were an increase of close to 5% annualized economic growth rate according as measured against inflation rate alone according to Bureau of Economic Analysis data from 1946 through 1978 whenHugo ranked eighth among all cities or towns classified under that category nationally with an average annual growth rate over 3%. In recent years there have been several notable developments taking place within hugo including: construction on Interstate 35W leading directly into downtown from US 75W just east of town; completion/opening of two high school campuses - Roosevelt High School & Hennepin Technical College - since 2005 contributing significantly towards increased social activity within town limits; redevelopment or rezoning efforts being undertaken on portions of eastern outskirts bordering neighboring towns Hemphill & Stroudsburg whereupon larger housing complexes have begun sprouting up with accompanying commercial properties such as restaurants/ cafes/motels etc.; substantial increases seen recently in organic produce sales resulting from planting operations initiated by local farmer Rick Snider who has long been involved with Midwest Organics Incorporated since 2007 - one result being an uptick in tourism bringing tens Of thousands annually VisitHugo!

Hugo was born in 1892, the son of a Swedish immigrant. Hugo attended school in Sweden and then studied law at the University of Copenhagen. He was admitted to the Minnesota bar in 1916 and started practicing law in Hugo. In 1932 he moved to Minneapolis and became a partner in his father's firm. In 1937, Hugo won election as Mayor of Minneapolis. He served two terms before retiring in 1951. From 1954-1958 he served as a judge on the District Court of Appeals. From 1961-1965 he was Chairman of the Minnesota Legislative Council. In 1965 he retired from politics but continued to practice law until his death three years later at age 90. Hugo is credited with creating several important legal landmarks during his career: The first municipality ordinance establishing zoning regulations; enactment of The Voting Rights Act of 1965 which guaranteed voting rights for African Americans in Minnesota; passage of The Clean Air Act Amendments of 1990 which led to dramatic reductions in air pollution; and establishment Of Parks & Recreation Commission which has been responsible for improving city public parks throughout downtown Minneapolis
Hugo was founded in 1851 by John A. Hugo and his brother, Jacob. The town was named for Hugo's father, who had homesteaded the land in 1848. In 1870, the population of Hugo was 793 residents. It grew to 1,022 residents by 1890. In 1916, Hugo became a city.
