Hugo was founded in 1872 as a Settlement on the banks of the Missouri River by Norwegian immigrants. It became an incorporated municipality in 1907 and achieved full city status in 1954. Hugo is located across from the city of Minneapolis on Hennepin County's east side. The community began as a farming village on what is now Corps Lake near present-day Highway 169 and Middle Road. In 1872, Norwegian immigrants erected a log cabin and named it "Hugo". They brought with them their traditional subsistence farming methods which included raising chickens, ducks, pigs and cows; cultivating corn; making cheese and ham; and gathering wildflowers for flowerspotters. Hugo soon became known as one of the most important settlements in southwestern Minnesota because it had access to both river transportation (the boat service between Minneapolis and St Paul) and agricultural lands that supported local livestock production. By 1907, Hugo had attained full city status due to its infrastructure including water systems (a system built specifically for keeping water levels high so crops could be grown), fire departments (including one that burned down during an ice storm in 1951), libraries (established in 1903), schools (founded in 1902), commercial businesses (such as a post office) and two newspapers: The Daily Herald & Tribune or "Herald" Publishing Company Ltd., founded 1888, later merged into The Minneapolis Times Newspaper Company Inc.; also locally based were two sawmills—one operated by John Aherns & Sons lumber milling company; another operated by Wigglesworth Bros., general store proprietors who also furnished groceries to residents until 1927 when grocery stores were established all over town courtesy of Coca Cola Bottling Corporation In 1954, after years of discussion within City Council Chambers over whether or not to become a second city within Hennepin County due to overwhelming population growth rates outside of urban areas throughout centralMinnesota,,[1] Hugo voted overwhelmingly to become an official city with its own school board,[2][3] police department,[4] streetlights,[5], library,[6][7] water treatment plant,[8][9][10] sewer system[11], park[12]. On October 1st that yearth Mayor Edwin Cramer proclaimed "Hugo is Now An Official City!" AdditionallyHugo became home to both Hennepin County government buildings located on Main Street - including Sheriff's Department Headquarters - while City Hall relocated from its previous location on Third Avenue South into new building constructed just south of Main Street.[13] Today there are few if any remnants remaining pioneer culture or architecture left from early Hugo during this time period other than some local historians have documented such evidence through oral history interviews dating back many decades now
