Hugo, Minnesota is a small town located in the westcentral portion of the United States. The population was 5,569 at the 2010 census. The history of Hugo begins with its first settler, John Nordheimer, in 1854. The community was named after Swedish immigrant Hugo Wilhelm Stiersen. In 1886, Minneapolis and Duluth amalgamated and Hugo became a part of Minneapolis. In 1916, the city council passed an ordinance prohibiting handguns except for police officers and members of the military. This ordinance remained in effect until it was repealed in 1978 by Mayor George Sebelius. From 1912 to 1914, Hugo was one of four towns in Minnesota that refused to issue licenses to Carry handgun owners because they felt that such action would infringe on Second Amendment rights of citizens. In 1970, state Rep Don Sims (R) introduced a bill to allow concealed carry without a license for individuals who had been licensed as explosives technicians or law enforcement officers working under specific conditions from participating in any type of active law enforcement activity within five years previous. This measure passed unanimously by both the House and Senate but did not make it into law because Governor Nelson Acheson vetoed it before it could be sent to his desk for signature.
