Hugo is a small town in the U.S. state of Minnesota, located about 25 miles northeast of Minneapolis and 10 miles southwest of St. Paul. The population was 1,711 at the 2010 census, up from 1,659 at the 2000 census. Hugo is part of the St Cloud–Moorhead metropolitan area. The first permanent settler in Hugo was John Nicollet who arrived in 1858. In 1870, Rasmus Rasmussen founded a farm east of present-day Hugo on what is now State Highway 10A (MN 8). The following year, he donated land to create what is now downtown Hugo. In 1876, Peder Christensen and his family moved to Hugo from Mound City in Dakota Territory and began farming there. In 1906, Hugo became an incorporated town with a population of 573 people; it had been organized as a village three years earlier. The first mayor was Ida Lassen Pedersen (1906-10). In 1916 Danish immigrant Ole Jensen purchased land adjacent to modern day north side of town on what are now Third Street and Seventh Avenue for $5 per acre (the price increased each year until it reached $25 per acre in 1924). He built a small house there that served as the first municipal office and home for city officials until it burned down in 1957; today it still stands as part of downtownHugo. Ole Jensen died in 1961 without ever having completed his construction project which would have added over 100 acres (40 hectares) to downtownHugo including much property currently within the boundaries of Pioneer Park Community Association Inc., one block southwest of central business districtHuge thanks go out to Mayor Don Strandberg for getting city hall set up so we could finally see that dream come true!

In recent years, Hugo has seen an increase in population due to new development along State Highway 11 which makes it an attractive place to live and work.
In 1916, Hugo was platted as a town in Dakota County. The name is derived from the Sioux word "huguenau," meaning "black water." Hugo had its first post office in 1917. The population of Hugo peaked at around 100 in 1930 and declined to 50 by 1940. In the early 21st century, the population has increased significantly, with over 1,000 residents now living in the town.
