During World War II, Hopkins acquired an important strategic location as a munitions production center for Northwest Airlines; however, its economic decline continued after that war. In 1964, it became one of eight communities within Rice Lake Township when that township was divided into two parts along racial lines following historic Ulysses S. Grant's Order No. 954/1865 which ordered all white residents of certain townships must move to newly created black townships or else leave their homes for fear they would be integrated into those areas through racially discriminatory practices by local officials

In 1912, a water supply company came to town and began selling water from a well near present day Mohawk Boulevard. This allowed for more people to live in Hopkins and led to an increase in business opportunities as people could purchase fresh water from anywhere they wanted without having to go through a distributor or wait weeks for delivery. In 1916, the city limits were expanded westward by 10 blocks (naming it North Minneapolis) which led to new Developments such as Mayo Homes which are still standing today with residents still using them today.
