As development continued throughout the 20th century, HamLake grew into one of the most heavily populated cities in Minnesota with over 100,000 residents by 2000. However, during the late 1990s through early 2000s there were serious efforts to reduce water usage within HamLake itself through various means including reducing streetlights (by up to 50%), increasing use of groundwater instead of surface water supplies for drinking or irrigation purposes (which has led to increased environmental concerns), and constructing new infrastructure such as an expressway between downtown Minneapolis and north suburban Maplewood which eliminates direct access from rural areas to HamLake's restaurants, shopping malls, hospitals etc.. Despite these efforts some residents continue to voice concern about possible negative consequences resulting from reductions in water availability especially if those cuts lead to more flooding or other emergencies because services like wastewater treatment are not available close by should something arise requiring clean up/restoration work beyond what local crews can handle effectively
