In 1851, the Minnesota Territory was organized. The following year, the first Territorial Legislature met in Golden Valley to create the new state. On February 14, 1852, territorial Governor John Richardson appointed a committee to select a site for the capital of Minnesota. The committee considered several finalists including Roseville and Hibbing. Ultimately, Golden Valley was chosen as the capital because it had a population of over 1,000 people and it was an easy decision because there were no other contenders. In 1862, when Fort Snelling became operational, Golden Valley became the official capital of Minnesota.
