In 1887–88, local farmers petitioned for agricultural support legislation that would increase their incomes through government assistance programs like crop insurance and land allotment; this measure became known as the "Fridley Bill." The bill passed both houses but never went into effect due to lack of appropriations from Congress. In 1912–13, when county legislators decided not to annex any more villages despite petitions from residents,[4] Fridley's ratepayers banded together to form a city government with their own police department – something that had never been done before in Minnesota.[5] The new city incorporated on December 12, 1913;[6] however its charter expired four months later on February 3 because no money had been appropriated to renew it.[7] Reflecting rural/urban segregation during the early 20th century,[8][9][10][11][12]:323–329 Today’s downtown business district sits on former farmland east of Interstate 94 while much newer neighborhoods are developed around Interstate 35W east of I-94 near campus
