Forest Lake is a small town in geographic Minnesota, United States. The population was 1,874 at the 2010 census. It is the county seat of Ramsey County. Forest Lake is located on the west bank of the Mississippi River and is bordered by Ramsey County to the east, Hubbard Township to the north, Clearwater Township to the south, and Hennepin County to the west. The first European settlers in what would become Forest Lake were Norwegian farmers who arrived in 1855. The community name means "forest clearing" in Norse. In 1912, forest land was donated by Jens Aasland and his wife Emmalee to create ForestLake Pioneer Cemetery which still lies within town limits today. In 1916, Stonington lumber company president Clarence Withers purchased land east of town from Adam Bache for $1 million dollars (the sale included an option for another purchase). Withers built what is now known as Withers Landing on this new property which he named after himself. Forest Lake began as a single-family farming community with only a few homes built until World War II when it became one of many rural communities throughout southwestern Minnesota that participated in wartime production agriculture programs. During these years much of Forest Lake's infrastructure was built using Federal Emergency Relief Administration (FERA) funds: roads were resurfaced and repaired; schools were rebuilt; businesses were opened; and churches were dedicated or enlarged with FERA support. After 1945, when most agricultural production stopped due to technological advances and changes in market conditions, Forest Lakes residents transitioned into more modern lifestyles including buying cars and moving away from subsistence agriculture into suburban living patterns typical of their time period outside of Farmington Hills or Minneapolis-St Paul metropolitan areas where opportunity was available for higher priced jobs outside of agriculture
