Fergus Falls was founded in 1857 by John and Ellen Krantz as a post office and mill town on the confluence of River Red Rock and River Bemidji (now called Ritchie Creek). As traffic congestion grew around I-94, businesses within downtown started moving out to new locations along Hennepin County Road E9 near University Boulevard or north along Interstate 5 away from I-94 but still within walking distance to their old stores and businesses which continued to operate until about 2003 when those businesses began moving out again due to street closures following 9/11/2001 terrorist attacks which destroyed much of downtown Minneapolis including most business districts within one mile radius including Downtown Fargo with over 60% loss of jobs
