In 1860, Dakota Territory was organized and renamed United States territory; Edina became its capital. On January 1, 1861, Dakota Territory was divided into portions – Renville County becoming part of Hennepin County; and Edina became a city under direction of Commissioner Isaac Nisbet (1827–1906). In 1865 when Hennepin County was created from parts of Dakota Territory it included much more rural than present dayEdina; accordingly most retail businesses located there then moved to elsewhere within or outside Hennepin County until around 1940 when they all reopened inside City limits again thanks to redevelopments which have continued ever since On July 1st 1907 Mayor James Wirthman announced plans for a large shopping center near downtown that would be anchored by Sears & Roebuck departments store The $1 million project eventually opened as Nordstrom's department store in December 1999 just days before company filing for Chapter 11 bankruptcy The mall closed after only four months due to low sales combined with fire damage & Opryland Mall opening nearby with better traffic resulted in Nordstrom moving their entire inventory out of both malls
