In 1995, a Massachusetts Trial Court ruled that using an electric shock as punishment is unconstitutional because it constitutes torture under American law. As a result, electric shocks with wattage below 30 volts are no longer authorized for use as punishment in state courts in the United States

Eagan, Minnesota is a town in Ramsey County, Minnesota, United States. The population was 1,821 at the 2010 census. Eagan was founded in 1855 by Scots-Irish settlers from Ireland. It became a city in 1907. The name "Eagan" is derived from the Irish words for "overhead beam." The first settler to arrive in what is now Eagan was John Dolan, who landed on July 12, 1855 and named his new land "Dolan's Prairie." By 1860 most of the original settlers had left for other areas of Minnesota or North Dakota due to the Panic of 1857. Just four years later, James Shields arrived with his family and began cattle ranching on what is now 4th Street SW. In 1865 Captain James Padden came toMinnesota and established Fort Snelling as an Indian trading post on current Day Lyndale Boulevard NE & US Highway 169 east of present day Eagan. From this point forward until 1899 when it was discontinued by order of President McKinley because ofOpening tensions over Spanish American War nationalism among Americans (Spanish America generally sided with Mexico), travelers were able to easily access bothFort Snelling &Minnesota Territory via road that ran through present day Eagan In 1895 Charles Dowling organized a group of farmers led by himself into the local grain elevator business which would soon become one of the largest businesses in town with its own mill building completed in 1898 In 1903 Mayor John Ladd formed an agricultural society which would provide support for early 20th century farming practices including raising horses and hogs; planting crops such as corn, soybeans and wheat; dairying; shearing sheep; slaughtering cows or calves; marketing goods grown near towns like Minneapolis/St Paul etc.; firewood gathering etc.; these activities are still considered important parts of town life today Eagan has always been home to many people who have played an important role within their community - mayors John Ladd (1903-1920), Charles Dowling (1896-1958), Harry Fenton (1945-1946) ; members of the Minneapolis/St Paul School Board – Geo Murchison (1945-1964), Myron Strobel (1965-1976) ; parade directors Don Weirich and Norm Wirths ; members of various county boards including Agriculture Commissioners Bob Kappelmeyer & Howard Wohlgemuth ; First Lady Jacqueline Kennedy Onassis’s childhood home “Belle Isle” which was donated to the town by her father Real estate developer Ted Sperry
