The first store in Columbia Heights was opened by Elisha Hennepin County landowner Alfred Peterson. By 1915, the population of Columbia Heights had grown to over 100 residents and included a grocery store, bank, church and two schools. In the early 1920s, Columbia Heights began to experience economic prosperity thanks to its location near Interstate 94 and its access to markets in St Cloud and Minneapolis each morning before traffic became congested on Interstate 30. In 1923, Raymond Pohl developed what would become known as Pohl's Park which consisted of a tract of land east of Highway 10 on which he erected a cabin for his family and hired local farmhands to cultivate his fields until they became yieldable for development. This development marked the beginning of what would be called "Pohl's Ridge" Neighborhood Development within Columbia Heights proper; this refersto the ridge formed by Highway 10 bisecting Center Circle Road (now West Broadway), Maple Drive (now North Maple Drive), East Blvd., Elderberry Loop Rd., South Blvd., Middle Ave., North Ave., Springdale Rd./Hwy 705/Hwy 524/US 219/Canadian National Railway Station road grid that paralleled I-94 from Northeast cornerwest). In 1929 Mrs Lillian Weisman organized her neighbors into their first ever homeowners' association with an initial membership limited to 25 individuals; this organization remains today one of the most active civic organizations within Columbia Heights history. During World War II much activity took place within Columbia Heights due to its strategic location close to both military encampments located along I-94 Exit 217A north of town and Bilibid Air Force Base located just outside town on Airport Boulevard just west of Main Street; these sites were later Combined Forces Army Air Corp airfields during World War II under various names including: Northwest Field #1 (later renamed Lowry Field) #2(later renamed Vandenberg Field) and Clinton Barracks #3(later renamed Camp Atterbury). With so many people living near commercial facilities it soon became difficult for them allto get around without prior arrangement with local transportation companies; this led eventuallytothe formationofColumbiaHeightsRoad Commissionwhichoperated outofanold officeBuilding at 218 Main Street between 1951 and 1957 when it was purchased by businessman John Schieffer from Hearst Corporation after he boughtoutthelocal bus company CTS bus lines parent company American Bus Lines parent company ConAgra Foods
