This situation changed when developer Chuck Larson purchased land adjacent to I-94 for $2 million dollars and began building a large shopping mall which became one of downtown Minneapolis' most popular tourist destinations. In addition, Larson also developed several high-rise buildings within Columbia Heights including One Financial Center (), State Bank Tower (), Chase Tower (), Hotel Metro () and OneRepublic Building ().
